How to Install an EV Charger in a Shared Residential Building in Israel

Installing EV chargers in shared residential buildings (co-ops, condominiums, apartment complexes) is one of the most requested — and most complicated — EV charging scenarios in Israel. The good news: there is a clear regulatory framework, and Greems has guided dozens of buildings through the process.

The Legal Framework

Israeli law gives apartment owners the right to install an EV charger in their private parking space, subject to certain conditions. The building's owners committee (va'ad bayit) cannot unreasonably block the installation, but the process must follow specific procedures to protect all residents and the building's electrical infrastructure.

Step 1: Notify the Building Committee

The requesting resident must formally notify the building committee of their intention to install a charger, providing technical details of the planned installation including the charger specs and electrical requirements. The committee has a defined period to respond or raise objections.

Step 2: Electrical Assessment

A licensed electrician must assess the building's main panel capacity to determine whether additional load can be supported. In many cases, smart load management (via Greems) can allow charger installation without any panel upgrade — by ensuring the charger only draws power when sufficient capacity is available.

Step 3: Metering & Billing Setup

The charger must be metered independently from the building's communal supply. This is done either via meter splitting (a dedicated IEC meter) or via a smart metering solution integrated into Greems, which tracks each resident's consumption individually and generates separate billing — often the more practical solution for buildings with multiple chargers.

Step 4: Professional Installation & Commissioning

Installation by a licensed electrician is mandatory. Once the charger is installed, it's commissioned on the Greems platform — enabling remote monitoring, load management, and automatic billing from day one.
